Frank is believed to have moved out to Washington State in the early 1900's, where he resided near Spokane. At the time of the 1910 and 1920 census records, Frank, listed as James F. Row, is found in Harvey Creek Township, Stevens County, Washington, where he is listed as a farmer. At the time of the 1930 census, Frank is found in Hunters Township, Stevens County, Washington, where he is listed as a Laborer of Odd Jobs.

James Franklin Row, who always spelled his last name as Row, died in Spokane City on August 8, 1940 at the age of 79 and his mortal remains were cremated.

The August 10, 1940 edition of the Spokesman Review had the following notice on page 12 - "Row, James F. age 79 years. He was a resident of Hunters, Washington., where he had engaged in farming for over 35 years. He was a member of the Methodist Church.
